The Lieutenant-Governor of Victoria B.C.

was warned of her departure from Shanghai by

telegraph on April 17th.

On May 2nd 1 received a telegram from kis

Majesty's Ambassador at Tokyo to the effect that

he had been informed, under a pledge of secrecy,

that a plot was on foot in comection with this

seditious movement to poison British officials

at Thanghai with arsenic. This information

has been communicated by telegraph to hongkong.

The telegram from Tokyo referred to two

ringleaders, K.C. Kohli and Lhagwan Singh, but it

seems doubtful whether the formor, who is in the

employment of the Shanghai-Nanking Railway, is
